Customs and Border Protection's Proposed Revocation of the "First Sale Rule" Featuring On January 24,
2008, U.S. Customs and Border Protection (CBP) issued a Federal Register
Notice proposing to eliminate the use of the "First Sale Rule",
a popular appraisement methodology. Established by the Courts in 1988,
First Sale Valuation allows merchandise to be appraised based on the
value of the sales price between the middleman and the factory (the
"first sale") rather than on the sales price between the
middleman and the importer, when certain conditions are met. Join

Overview of International and European Copyright Law and European Competition Law Featuring

provide an overview of the European Union harmonization process in
the field of copyright, which consists of seven Directives applicable
in the 27 Member States. Consequently, the speaker will also highlight
the main differences between EU and US copyright law and the main
international copyright conventions, highlighting specific implications

on the interface between EU competition law and intellectual property

and Deemed Liquidation Craig

completed an antidumping duty or countervailing duty administrative
review before the U.S. Department of Commerce ("USDOC"),
or having concluded an appeal of such a determination to the courts
or a NAFTA binational panel, companies/importers are now looking forward
to timely liquidation of their merchandise by U.S. Customs and Border
Protection ("CBP"). What steps will the USDOC follow to
ensure proper and timely liquidation? How does CBP administer USDOC
instructions? What are the traps or pitfalls for the unwary importer?
Will failure to timely liquidate the entries result in an adverse
"deemed liquidation" finding by CBP? What steps should the
prudent importer take to minimize her risk? This hands-on presentation,
conducted by distinguished leading experts in the field of international
trade regulation, will provide attendees with a comprehensive discussion

The President's Export Control Directives: The Government Perspective On January 22, 2008 the President issued long-awaited directives intended to "support the National Security Strategy of 2006, while facilitating the United States' continued international economic and technological leadership." The main tenant of the new directives is reform of the export licensing procedures at the Department of State and Department of Commerce. by Debra S. P. Cheng, McGuireWoods LLP Health authorities globally have been tracking the progress of a strain of avian flu, the H5N1 virus, since 1997. To date, avian flu has rarely affected people, and then, primarily in Asia. The mortality rate among humans affected, however, is in excess of 60%, and there is concern that the H5N1 virus could mutate and result in a pandemic flu with rapid and wide-ranging effects because of the ease with which people and goods cross borders today. The effects from the spread of SARS demonstrated this principle swiftly in 2003. Today, the potential
effects of a pandemic flu are being addressed by all sectors of society,
on all levels, not only to help deter a rapid and devastating spread
of a pandemic flu, but also to enable government and businesses to continue
to function in a pandemic flu event, and to minimize the duration and
magnitude of its potential effects. Join us in a discussion with a distinguished
panel of experts from both the government and the private sector who
will provide a snapshot on the state of pandemic preparedness and issues
