This panel will help attendees understand and prepare for the uncertainty in the Section 301 tariffs on most imports from China. While the current U.S. presidential administration has proposed scheduled increases in various Section 301 tariffs over the coming months, the upcoming presidential election could significantly alter the course of these tariffs. The panelists will include industry speakers sharing their knowledge and recommended practices to prepare in light of the upcoming tariff modifications, potential new duties, pending Section 301 litigation, and other new developments.

Cindy Owens
, Former Vice President, Legal, Trade Counsel Polaris Inc.

Cindy Owens is a trade lawyer and started her trade law career with U.S. Customs and Border Protection (CBP) working as an attorney-advisor in CBP’s Office of Trade, Regulations and Rulings. She then worked for Baker McKenzie in both Singapore and Washington D.C. for approximately four years. After working for Covington & Burling as Special Counsel and Akin Gump Strauss Hauer & Feld as Counsel, Cindy joined Polaris Industries Inc. and worked as in-house counsel and served as the Vice President, Global Trade Compliance where she managed a team of approximately 50 trade compliance professionals across the globe. Her expertise covers all trade related matters, including but not limited to, customs, trade remedies, export controls, sanctions, government contracts and commercial agreements.
 
Amy Warlick, Senior Manager, Trade Compliance, Away Travel
 
Amy Warlick is an experienced trade professional.  After obtaining a Masters degree in International Relations from The University of Chicago, she started her career at the U.S. International Trade Commission and Office of the U.S. Trade Representative in Washington, DC.  Then she moved to Chicago, obtained her Customs brokers license, and worked for over 20 years as an Economist at trade law firm, Barnes, Richardson & Colburn LLP, and as VP of its subsidiary brokerage, Barnes Global Trade LLC.  She wore many hats during those years, representing clients in antidumping investigations, Customs audits, and trade policy initiatives.  She also consulted with clients on duty drawback and filed drawback claims on their behalf.  After leaving Barnes, Amy ran her own consulting firm advising clients on mitigation of Section 301 duties.  However, she couldn't resist a job offer from a client and is currently Senior Manager of Customs Compliance and Tariff Mitigation at Away, a designer, importer and retailer of premium luggage and travel bags.

Nithya’s is a seasoned trade advisor and attorney and focusses her practice as a partner at Husch Blackwell on trade-remedy strategy in navigating antidumping and countervailing duty proceedings, along with related issues with customs issues, as well as mitigating risks associated with import duties and tariffs across a myriad of manufacturing sectors.  Nithya has advised foreign manufacturers in India, China, Thailand, Malaysia, Korea and Vietnam in handling trade and supply chain issues associated with exports to the United States.  She has deep experience with all levels of trade remedy proceedings as a former government trade analyst and attorney with the Department of Commerce and Department of Justice as well as clerking at the Court of International Trade.  Nithya leverages her insider knowledge to help clients successfully navigate the complex nature of U.S. trade remedy processes and procedures.

Lisa is an international trade attorney in Sheppard Mullin's Governmental Practice. She is based out of the Orange County office and assists clients navigate the complex regulatory landscape of export controls, customs and imports, economic sanctions, antibribery laws, and CFIUS.  She regularly counsels clients in a variety of industries including aerospace and defense, artificial intelligence, aviation, automotive, education, electronics, financial services, food and beverage, healthcare, hospitality, manufacturing, mining, retail, semiconductors, software, solar, space, staffing, technology, telecommunications, and transportation. She also helped spearhead Sheppard Mullin’s Transportation and Supply Chain Teams.
